Driving licence in Spain: what the official texts say about foreign licences
What the DGT and the BOE say, with a GOV.UK cross-reference, about using a foreign driving licence in Spain and exchanging it for a Spanish one: the six-month wording, the international permit, the DGT list of countries with a convention and the UK entry, with what we could not confirm.
This page reports what the DGT, the BOE and GOV.UK say; it is not advice.
The rules on foreign driving licences sit in the BOE, the official gazette (the Reglamento General de Conductores, Real Decreto 818/2009, and an Exchange of Notes with the United Kingdom), and are explained on the pages of the DGT, the Spanish traffic authority (Dirección General de Tráfico), whose online office is sede.dgt.gob.es. This page reports what those texts say about using a foreign licence in Spain and about exchanging one. It does not say whether any licence is valid or exchangeable, for any country, and it computes no deadline. Quotes are in Spanish (GOV.UK in English), with the page or article, a link, the date that source shows and the day we read it, 18 October 2026. The English after a quote is our translation or our summary, and says which; it is not a translation to rely on. Some quotes start or stop in the middle of a sentence, and the words around them are not shown. The page gives no fee, processing time or appointment step.
If you read only one thing
- The BOE text and several DGT pages each word a six-month period in their own sentences. This page quotes each separately, merges none and computes no date: see article 21 of the BOE text.
- The texts quoted tie the exchange of a licence from outside the EU and the EEA to a convention between Spain and the country that issued it, and the DGT keeps a list of those countries on its own page. This page names only the UK entry on it: check the DGT list for any other country, see the DGT list.
- For the UK, the DGT list prints a date under «Fecha entrada en vigor» and the BOE entry is headed «Aplicación provisional». The two wordings are kept apart: see the UK entry.
- Two DGT pages word the international driving permit differently: see the international permit.
- The list at the end gives what we could not confirm.
The BOE text, and what the BOE says about its own page
The BOE publishes the Reglamento General de Conductores (RGC) as a consolidated text. Its page gives the title, the publication line, the date of the last update and a caveat:

(RGC, consolidation caveat)

In English (our translation): Royal Decree 818/2009, of 8 May, approving the General Regulation on Drivers. «BOE» no. 138, of 08/06/2009. Last update published on 06/12/2023. This consolidated text is informative and has no legal value. This page quotes that consolidated text and says nothing about whether a quoted article was amended. The same page carries the royal decree's final provision on its own start:
In English (our translation): this royal decree will enter into force six months after its publication in the «Boletín Oficial del Estado». That is the royal decree's own start and is not the six-month period for foreign licences.
Licences from the EU and the EEA
The first DGT page we read, "Conducir con un permiso extranjero" (page updated 13/11/2020), says:
In English (our translation): permits issued in countries of the European Union and the European Economic Area (Iceland, Liechtenstein and Norway) are fully valid for driving in Spain provided they are in force.
DGT page, Fecha actualización: 05 marzo 2026; read 18 October 2026
In short (our summary, not a translation): the DGT writes that for someone who comes from a country belonging to the EU or the European Economic Area (Iceland, Norway or Liechtenstein) and whose driving permit is in force, the permit is «totalmente válido» (fully valid) for driving in Spain, provided the age of the driver meets the «vigencia» in our country. We keep the DGT's word «vigencia» because the sentence is awkward and we do not paraphrase it.
(RGC, art. 15.1)
BOE consolidated text, Última actualización publicada el 06/12/2023; read 18 October 2026
In English (our translation): driving permits issued in any Member State of the European Union or in States party to the Agreement on the European Economic Area, in accordance with Community rules, will keep their validity in Spain, under the conditions in which they were issued in their place of origin, except that the age required for driving is that required to obtain the equivalent Spanish permit. Two later provisions use the words «estos Estados» (these States); we did not quote their lead-ins. Article 15.4 says:
(RGC, art. 15.4)
BOE consolidated text, Última actualización publicada el 06/12/2023; read 18 October 2026
In English (our translation): the holder of a permit issued in one of these States who has acquired normal residence in Spain will be subject to the Spanish provisions on its period of validity, the monitoring of psychophysical fitness and the assignment of a points credit. Article 18, headed «Canje del permiso por otro español equivalente», says in its first paragraph:
(RGC, art. 18.1)
BOE consolidated text, Última actualización publicada el 06/12/2023; read 18 October 2026
In English (our translation): the holder of a valid driving permit issued in any of these States who has established normal residence in Spain may apply at any time to the Jefatura Provincial de Tráfico where they wish to obtain it for the exchange of their permit for another, equivalent Spanish one.
Licences from other countries: article 21 of the BOE text
Article 21 of the RGC is headed «Permisos válidos para conducir en España» (our translation: permits valid for driving in Spain). Its first paragraph lists permits:

(RGC, art. 21.1.d))
BOE consolidated text, Última actualización publicada el 06/12/2023; read 18 October 2026
In English (our translation): 1. The following driving permits are valid for driving in Spain: a) those of nationals of other countries issued in accordance with annex 9 of the International Convention of Geneva of 19 September 1949 on road traffic, or with annex 6 of the International Convention of Vienna of 8 November 1968 on road traffic, or that differ from those models only in the addition or omission of non-essential headings; b) those of nationals of other countries written in Spanish (castellano) or accompanied by an official translation, understood as one made by sworn interpreters, by Spain's consuls abroad, by the consuls in Spain of the country that issued the permit, or by an organisation or entity authorised for that purpose; c) international permits issued abroad in accordance with the model of annex 10 of the Geneva Convention, or with the models of annex E of the International Convention of Paris of 24 April 1926 on motor traffic, or of annex 7 of the Vienna Convention, if the nations concerned have joined those Conventions and have not signed or joined that of Geneva; d) those recognised in particular multilateral and bilateral international conventions to which Spain is a party, under the conditions indicated in them. The second paragraph then sets conditions:
(RGC, art. 21.2.a))
(RGC, art. 21.2.c))
BOE consolidated text, Última actualización publicada el 06/12/2023; read 18 October 2026
In English (our translation): 2. The validity of the permits referred to in the previous paragraph is conditional on the following requirements being met: a) that the driving permit is in force; b) that its holder has the age required in Spain to obtain an equivalent Spanish permit; c) that the period of six months at most, counted from when its holder acquires normal residence in Spain, duly proven in accordance with Ley Orgánica 4/2000 of 11 January on the rights and freedoms of foreigners in Spain and their social integration, has not elapsed, unless, for the permits referred to in paragraph d) of the previous paragraph, another rule has been established in the corresponding convention. The same article 21.2 goes on, in a separate sentence:
(RGC, art. 21.2, second paragraph)
BOE consolidated text, Última actualización publicada el 06/12/2023; read 18 October 2026
In English (our translation): if its holder does not prove normal residence in Spain, those permits are valid for driving in our country only if no more than six months have elapsed since their entry into Spanish territory in a regular situation, in accordance with the referred Ley Orgánica 4/2000 of 11 January. Article 21.3 says:
(RGC, art. 21.3)
BOE consolidated text, Última actualización publicada el 06/12/2023; read 18 October 2026
In English (our translation): 3. Once the period of six months indicated in paragraph c) of the previous paragraph has elapsed, the permits referred to in paragraph 1 lack validity for driving in Spain and, if their holders wish to continue driving, they are to obtain a Spanish driving permit, after checking of the requirements and passing the corresponding tests. The two sentences above, 21.2.c) and the second paragraph of 21.2, count from different starting points, as the BOE words them. This page does not combine them. On what «residencia normal» means, the sede.dgt.gob.es page for the UK (the page shows no date) says:
sede.dgt.gob.es page; the page shows no date; read 18 October 2026
In English (our translation): normal residence is understood as the stay in Spain in a regular situation, which must be duly proven in accordance with Ley Orgánica 4/2000 of 11 January on the rights and freedoms of foreigners in Spain and their social integration.
The same subject on the DGT pages
The DGT page "Conducir con un permiso extranjero" (page updated 13/11/2020) lists permits of other countries in terms close to the BOE's. Its lead-in and first two items:
In English (our translation): the following permits of other countries are also valid for driving in Spain: permits of countries that are written in Spanish or accompanied by an official translation of it; permits of countries issued in accordance with Annex 9 of the Geneva Convention, or with Annex 6 of the Vienna Convention, or that differ from those models only in the adoption or omission of non-essential headings. The page goes on with conditions:
In English (our translation): these permits are valid provided that the period of six months at most, counted from when you have acquired normal residence in Spain, has not elapsed; the driving permit is in force; and the holder has the age required in Spain to obtain an equivalent Spanish permit. The next sentence on that page is:
In short (our summary, not a translation): the DGT writes that after that period those permits lack validity for driving in Spain and that, to keep driving, the permit is to be exchanged for an equivalent Spanish one or, if that is not possible because there is no convention with the country of origin, a new Spanish permit is to be obtained.
In English (our translation): permits issued in third countries: only the driving permits that comply with article 21 of the General Regulation on Drivers are valid for driving in Spain. The same page lists the condition:
In English (our translation): that the period of six months at most, counted from when its holder acquires normal residence in Spain, has not elapsed. The DGT pages and the BOE text word the six-month period each in their own sentences (the BOE above; two DGT pages here; the DGT pages on the exchange and on the UK below). This page keeps every one of them apart and gives no date.
The international permit
The BOE comes first. Article 21.1.c), quoted above, lists among the valid permits the international permits issued abroad. Article 31, headed «El permiso internacional para conducir», says:
(RGC, art. 31.2)
BOE consolidated text, Última actualización publicada el 06/12/2023; read 18 October 2026
In English (our translation): 1. In accordance with the International Convention of Geneva of 19 September 1949 on road traffic, the international permit authorises driving temporarily in the territory of all the contracting States, except the State that issued it. 2. The international driving permit, which is valid for one year, conforms to the model set out in the Convention referred to in the previous paragraph and reproduced in annex II. Then the two DGT pages, each with its own date and title.
In short (our summary, not a translation): for someone coming from a country outside the EU and the EEA, the DGT writes that it advises ("te aconsejamos") always to obtain the international permit in the home country before coming. The same page describes the permit:
In short (our summary, not a translation): the DGT calls it a complementary permit that is carried with the passport and the foreign driving permit whenever it is used, and says it is issued and accepted in practically all the countries of the world and has a validity of one year. The source has the typo «es expedido», which the quote keeps. "Antes de conducir por España" (page updated 05 marzo 2026) has, right after the sentence on EU and EEA permits quoted above, this sentence:
DGT page, Fecha actualización: 05 marzo 2026; read 18 October 2026
In short (our summary, not a translation): the DGT writes that if the driving permit does not belong to one of «estos países» (the countries of the sentence before it), it is necessary ("es necesario") to have an international permit and to carry it with the passport or identity card. The two DGT pages word this differently; we do not say which applies. The UK-Spain agreement has its own paragraph on the international permit, for licences issued by the two Parties only. The BOE text of the agreement (BOE-A-2023-8050), paragraph 5, says:
(BOE-A-2023-8050, agreement text, paragraph 5)
BOE «BOE» núm. 76, de 30 de marzo de 2023; read 18 October 2026
In English (our translation): the holder of a valid permit issued by one of the Parties, provided they have the minimum age required by the other Party, is authorised, without having to present an international driving permit (IDP) or an official translation, to drive motor vehicles temporarily of the categories for which that permit is valid in the territory of that Party, for the period determined by the national legislation of the Party where the vehicle is driven temporarily. This page does not extend that paragraph to any other licence.
Exchanging a foreign licence: what the texts say
The BOE comes first. Article 22 of the RGC is headed «Canje de los permisos de conducción por su equivalente español». This page quotes its first paragraph, letter a), and its second paragraph, and no other letter:
(RGC, art. 22.1.a))
BOE consolidated text, Última actualización publicada el 06/12/2023; read 18 October 2026
(RGC, art. 22.2)
BOE consolidated text, Última actualización publicada el 06/12/2023; read 18 October 2026
In English (our translation): 1. Once the period indicated in paragraph c) of paragraph 2 of the previous article has elapsed, the holder of the driving permit may continue driving in Spain after exchanging the permit for its Spanish equivalent in the following cases: a) when it concerns the permits referred to in paragraph 1, letter d) of article 21 and the particular convention authorises their exchange, which is carried out in accordance with the conditions indicated in that convention. 2. The holder of the driving permit may exchange it for its Spanish equivalent at the moment of acquiring normal residence in Spain, without having to wait for the maximum period of six months referred to in paragraph c) of paragraph 2 of the previous article. Article 23 is the procedure. It says in its first paragraph:
(RGC, art. 23.1)
BOE consolidated text, Última actualización publicada el 06/12/2023; read 18 October 2026
In English (our translation): the person concerned who wishes to proceed to the exchange of their driving permit for the Spanish equivalent addresses to the Jefatura Provincial del Tráfico of their choice an application in the official model, signed by themselves, accompanied by the documents indicated in annex III. And in its third paragraph:
(RGC, art. 23.3)
BOE consolidated text, Última actualización publicada el 06/12/2023; read 18 October 2026
In English (our translation): the Jefatura Provincial de Tráfico to which the application is addressed, after the steps it considers appropriate, grants or denies the exchange requested, a fact that, with indication of the country that issued the permit and the data of the permit and its holder, is recorded in the Registro de conductores e infractores. If the convention that may exist does not provide otherwise, the original driving permit is returned to the country of issue.
The DGT pages on the exchange
The DGT page "Canjes de permisos extranjeros" (page updated 26/11/2024) says:
In short (our summary, not a translation): the DGT writes that someone resident in Spain who has a permit from a country with which a convention exists will be able to exchange it for a Spanish one "de una manera sencilla" (in a simple way). The page defines the exchange:
In short (our summary, not a translation): the DGT writes that an exchange consists in the approval (homologación) of a driving permit held for another, equivalent one issued by the DGT, and that at the time of the procedure the original permit is withdrawn («será retirado»). The page then lists:

In short (our summary, not a translation): for a resident in Spain, the DGT lists permits issued in EU countries, in the European Economic Area (Iceland, Liechtenstein and Norway), in countries with which a convention for the exchange of driving permits exists (the page tells the reader to consult those countries) and, for professional permits only, in countries without a convention. This page does not go into professional permits. The DGT list page, "Países con convenio de canjes" (page updated 26/06/2026), repeats the definition and then says:

In short (our summary, not a translation): the DGT repeats that an exchange is the approval of a permit for an equivalent one issued by the DGT and says that a resident in Spain, "siempre que se reúnan los requisitos administrativos necesarios" (provided the necessary administrative requirements are met), will be able to exchange permits coming from EU and EEA countries "al existir un tratado entre ellos" (since a treaty exists between them) and from other countries with which a convention exists. The sede.dgt.gob.es page "Canje de permisos extranjeros" (the page shows no date) says:
sede.dgt.gob.es page; the page shows no date; read 18 October 2026
In short (our summary, not a translation): the sede page says that a resident in Spain with a foreign driving permit, in force and valid, is able to exchange it for the Spanish equivalent (always handing over the original) "cuando exista un convenio con el país de origen del permiso" (when a convention exists with the permit's country of origin) and a series of administrative requirements are met. It also says:
sede.dgt.gob.es page; the page shows no date; read 18 October 2026
In English (our translation): foreign driving permits obtained on a date after the signing of the respective Convention are not exchangeable, when their holder obtained the permit while already a legal resident in Spain.
In English (our translation): the driving permits of residents in Spain that were issued in any country with which a convention exists can be exchanged for an equivalent Spanish permit, provided the permit was obtained before becoming a resident in our country. The source has the typo «con él que», which the quote keeps. The page continues:
In short (our summary, not a translation): the DGT writes that a foreign permit is valid only for six months at most, counted from the acquisition of normal residence in Spain, and that the holder is therefore obliged ("obligado") to exchange it in order to keep driving in Spain. The source has the typo «valido», which the quote keeps. The page also says:
In short (our summary, not a translation): the DGT writes that the driving permit «será canjeable» (will be exchangeable) if it was obtained before the holder was a legal resident in Spain, or on a date before the signing of the convention. Under the heading:
In English (our translation): the exchange cannot be carried out. The page lists items; we quote three, and not the page's other items. The first of the three is:
In short (our summary, not a translation): if the country of origin does not appear in the list of countries with a convention, the DGT writes that a new permit is to be obtained. The second and third items read:
In English (our translation): the permit to be exchanged was itself obtained as an exchange from another country with which Spain has no convention; and the foreign permit was obtained while already a legal resident in Spain. The DGT page for people moving to Spain from a country outside the EU, "Trasladarte a España desde un país externo a la Unión Europea" (page updated 28/12/2020), says:
In short (our summary, not a translation): the DGT writes that a citizen coming from a country outside the EU to live in Spain will need ("necesitarás") to exchange the permit in order to drive in Spain, and to import the vehicle if bringing one. The page "Conducir con un permiso extranjero" (page updated 13/11/2020) has a sentence of the same kind:
In short (our summary, not a translation): the DGT writes that someone who is going to move residence to Spain will have to ("tendrás que") exchange the permit for a Spanish one.
The DGT list of countries with a convention
The DGT keeps a separate page for the list. On the page "Países con convenio de canjes" (page updated 26/06/2026) the heading of the list is:
In English (our translation): list of countries with an exchange convention. This page does not reproduce the list and does not analyse any entry of it other than the UK's, below. For any other country, check the DGT list itself.

In English (our translation): this Agreement in the form of an exchange of Notes is applied provisionally, with the exception of articles 13 to 17, from 16 March 2023 in accordance with its article 19. The BOE text numbers its paragraphs, and its own cross-references call them «artículo». Paragraph 19.a) says:
(BOE-A-2023-8050, agreement text, paragraph 19.a))

A second BOE entry, BOE-A-2023-16289, has this publication line:

BOE «BOE» núm. 167, de 14 de julio de 2023; read 18 October 2026
and its text says:
(BOE-A-2023-16289, text)
BOE «BOE» núm. 167, de 14 de julio de 2023; read 18 October 2026
In English (our translation): this Agreement in the form of an exchange of Notes is applied provisionally in its entirety from 21 June 2023 in accordance with what was agreed in the corresponding Verbal Notes. The first entry's paragraphs 21 and 23 say:
(BOE-A-2023-8050, agreement text, paragraph 21)

BOE «BOE» núm. 76, de 30 de marzo de 2023; read 18 October 2026
In English (our translation): 21. This Agreement will enter into force thirty (30) days from the date of receipt of the last notification sent between the Parties, through diplomatic channels, on the fulfilment of the internal requirements for that entry into force. The source has the word order «treinta a los (30) días», which the quote keeps. 23. This Agreement will have an indefinite duration. The DGT list prints a date under «Fecha entrada en vigor», and the BOE entries speak of «aplicación provisional». This page does not equate the DGT's «entrada en vigor» with the BOE's «aplicación provisional» and gives no single date for the agreement.
What the agreement text says
The same BOE entry (BOE-A-2023-8050) contains the text of the agreement. We quote some of its paragraphs and not the others; the paragraph numbers are the BOE's. Paragraph 2:
(BOE-A-2023-8050, agreement text, paragraph 2)

In English (our translation): the Kingdom of Spain and the United Kingdom, in what follows «the Parties», mutually recognise the national driving permits issued by their competent authorities to those who have legal residence in Spain or habitual and legal residence in the United Kingdom, provided they are valid and conform to the conditions of this Agreement. Paragraph 4:

(BOE-A-2023-8050, agreement text, paragraph 6.a))
BOE «BOE» núm. 76, de 30 de marzo de 2023; read 18 October 2026
In English (our translation): the holder of a driving permit issued by Spain who has habitual and legal residence in the United Kingdom, or the holder of a driving permit issued in the United Kingdom who has legal residence in Spain, in accordance with the internal procedures of each Party where residence has been established, obtains, on application, by exchange, an equivalent driving permit where residence has been established. The exchange under this article is not subject to any additional practical or theory test requirement. Paragraph 6.b):
(BOE-A-2023-8050, agreement text, paragraph 6.b))
BOE «BOE» núm. 76, de 30 de marzo de 2023; read 18 October 2026
In English (our translation): to carry out the exchange, the permit must be valid and in force. Expired permits are admitted provided they were in force at the time of entry into the Party in which the exchange is carried out. Paragraph 8:
(BOE-A-2023-8050, agreement text, paragraph 8)
BOE «BOE» núm. 76, de 30 de marzo de 2023; read 18 October 2026
In English (our translation): this Agreement is understood without prejudice to the obligation to carry out the administrative steps established in the legislation of each Party for the exchange of driving permits. Paragraph 12.a):

BOE «BOE» núm. 76, de 30 de marzo de 2023; read 18 October 2026
In English (our translation): this Agreement does not apply to driving permits issued by one of the Parties as an exchange of another permit obtained in a third country that is not a member of the EEA, unless both Parties are party to an agreement or an understanding with that same third country on the exchange of driving permits.

In English (our translation): identification of the person concerned: original in force to prove identity: DNI or passport in force or residence authorisation for non-EU foreigners. Proof of residence: original of the DNI or residence card (foreigner identity card) or certificate of registration in the register of EU citizens, and any other document requested by the Jefatura where the exchange application is processed. Under this lead-in:
sede.dgt.gob.es page; the page shows no date; read 18 October 2026
In English (our translation): proof that the applicant did not reside in Spain when the permit to be exchanged was obtained. The options listed are:
sede.dgt.gob.es page; the page shows no date; read 18 October 2026
sede.dgt.gob.es page; the page shows no date; read 18 October 2026
In English (our translation): Foreigner Identity Card, Residence or Student card; certificate of registration in the register of foreigners. The page continues:
sede.dgt.gob.es page; the page shows no date; read 18 October 2026
sede.dgt.gob.es page; the page shows no date; read 18 October 2026
In English (our translation): the driving permit to be exchanged, original, valid and in force; a report of psychophysical fitness, issued by an authorised Driver Recognition Centre. On the group of the report, the page says:
sede.dgt.gob.es page; the page shows no date; read 18 October 2026
In short (our summary, not a translation): the DGT says the fitness report to present is that of group I when the exchange requires no test (in general when it only includes authorisation for permits A and B). A further sentence starts in the middle of a sentence, and the words before it are not shown:
sede.dgt.gob.es page; the page shows no date; read 18 October 2026
In English (our translation): where a declaration is included of not being deprived by judicial decision of the right to drive motor vehicles and mopeds and of not holding another EU or EEA permit of the same class as the one requested or that has been restricted, suspended or annulled. Before the application, the page says:
sede.dgt.gob.es page; the page shows no date; read 18 October 2026
In short (our summary, not a translation): the DGT writes, in the imperative («asegúrate»), that before starting the application the applicant is to have obtained the psychophysical fitness report issued by a Centro de Reconocimiento de Conductores, for the type of permit to be exchanged. The page has a passage on a verification code for the licence, which it also calls «Check Code» (our reading of the page). Two of its sentences are:
sede.dgt.gob.es page; the page shows no date; read 18 October 2026
sede.dgt.gob.es page; the page shows no date; read 18 October 2026
In English (our translation): this code must be communicated at the jefatura where the procedure is carried out so that its validity can be verified. In the case of Gibraltar (DVDL) it is not necessary to obtain the aforementioned code. That is the sede.dgt.gob.es page's sentence, not ours, and we did not test the procedure. On the address registered on the padrón, the page says:
sede.dgt.gob.es page; the page shows no date; read 18 October 2026
In short (our summary, not a translation): when applying in person, the official form lets the applicant expressly authorise the DGT to check electronically the address of registration and the IAE; if the DGT does not obtain valid information, the applicant is to remedy it by providing the documentation. This page does not say whether registration on the padrón is required for an exchange; our padrón guide covers the padrón.

Questions to take to the DGT or a gestor
- Ask whether the country that issued your licence is on the DGT list.
- Ask whether the six-month period applies to your situation and from which date it is counted.
- Ask whether an international driving permit is expected for your licence.
- Ask whether the date on the DGT list for the UK and the BOE's provisional application are the same date.
- Ask whether registration on the padrón is needed for an exchange.
Where to go next
- Read the DGT, BOE and GOV.UK pages linked above: they are where the current wording is published. The DGT list of countries with a convention is on its own page, linked in the list section.
- Registering your address is covered in our padrón guide; this page does not say whether registration matters for an exchange.
